The Amt Kappelner Land administrative office is based in Arnis, officially Germany's smallest town by both population (under 300 residents) and area (0.45 km²). Arnis sits on a narrow peninsula jutting into the Schlei fjord in the Angeln region of Schleswig-Holstein. The office keeps very limited public hours — Monday mornings only, 9 to 11, from January through October — reflecting the modest administrative scale of one of Germany's most compact municipalities.
